Ancarion is a Thalmor wizard who landed on Solstheim at Northshore Landing with the goal to secure Stalhrim weapons for the Thalmor.
For this he had Baldor Iron-Shaper kidnapped, the only smith able to forge Stalhrim, and also took his map to the Stalhrim Source.
Should the Dragonborn decide to help Ancarion, the Thalmor will buy Stalhrim weapons.
