Arnskar Ember-Master is a blacksmith who sets up shop in the northern cell of The Ragged Flagon once the Dragonborn has completed enough missions for the Thieves' Guild, namely after completing Silver Lining.
He brings with him a blacksmith forge, a grindstone and a workbench.
He sells weapons, apparel and miscellaneous items, and buys the same.
