Arvak is an undead horse belonging to an unnamed soul in the Soul Cairn. The soul will ask the Dragonborn to look for Arvak's skull and to take care of it for him. The skull is located east from the front gate of the Boneyard where you meet and speak to Valerica.
After retrieving the skull, the soul who asked you to find Arvak will then teach you how to summon him.
