Legate Rikke sends the Dragonborn from Eastmarch Imperial Camp, to Windhelm.
Get your Orders from General Tullius[]
Listen to General Tullius speech and then begin the attack on the city.
Break through the Enemy Barricade[]
Overcome a barricade.
Follow General Tullius[]
Follow the general.
Break through the Enemy Barricades[]
Overcome another barricade.
Enter the Palace of the Kings[]
Enter the Palace of the Kings.
Force Ulfric Stormcloak to surrender or Execute Ulfric Stormcloak[]
Neither Ulfric Stormcloak nor his second in command Galmar Stone-Fist will give in to the Empire and General Tullius: Galmar needs to be killed and Ulfric beaten down. The last blow against Ulfric can be struck by the Dragonborn, or by Tullius.
Tullius rewards the Dragonborn with e.g. a Daedric Sword of the Vampire.
Outside of the Palace of the Kings, Tullius ends the war with an "inspirational speech" to the victorious imperial troops. And thus ends the Civil War.
