Brill is a friend of Vignar Gray-Mane. He replaces Proventus Avenicci as the Steward of Dragonsreach when Whiterun is lost to the Stormcloaks during the Civil War. He can sell the player a home for 5000 gold and is also the reward giver for several quests.
