After having completed at least three reputation quests for the Thieves' Guild, Tonilia asks the Dragonborn to deliver a satchel of Moon sugar to Ri'saad, a Khajiit trader in one of the caravans.
Deliver Moon Sugar to Ri'saad[]
The Dragonborn can then bring the satchel to Ri'saad explaining that it is an offering to cement relations with the Guild.
