This is one of several Delivery quests. If the Dragonborn speaks with Sondas Drenim at Goldenrock Mine or near the camp in Darkwater Crossing, the elf will ask to deliver a letter to Quintus Navale in Windhelm.
Deliver Sondas's Note to Quintus[]
Quintus will reward the Dragonborn with gold for delivering the letter.
