This is one of two Special Delivery quests. While in Shor's Stone, the Dragonborn can meet Sylgja, a miner who is convalescing in her home after an injury. She asks that the Dragonborn deliver a satchel of letters to her father in Darkwater Crossing.

Upon delivering the satchel, Verner gives the Dragonborn his own satchel full of letters for Sylgja.
