Falas Selvayn is quite secretive merchant who appears at the Ramshackle Trading Post after midnight, staying until 6 in the morning. But only after the Dragonborn has read A Note pinned to the wall with an arrow.
He sells weapons, potions, ingredients (Daedra Heart), books (recipes) and miscellaneous items (soul gems), and buys everything.
Even though his goods, as he admits, have slightly shady origins, he is not a fence.
