While by the docks in Windhelm, the Dragonborn can speak with Shahvee, one of the Argonians working there. In particular, if he asks her about her people experiencing bad luck, she explains some thieves made off with her sacred amulet almost as soon as she bought it. The Dragonborn can then offer to look for it.

Shahvee's amulet could be in any one of the following dungeons:
Return Shahvee's Amulet of Zenithar to Shahvee[]
Once secured, the Dragonborn can then return the Amulet to Shahvee, who is usually by the tanning rack at the west end of the docks or inside the Argonian Assemblage.
