General Falx Carius used to be in command of Fort Frostmoth, about 200 years ago, when the Red Mountain erupted killing the general. But he was resurrected by Ildari Sarothril with less than desired side effects.
One of them being that the general continues to live in the past, attacking Raven Rock with his soldiers, since he believes the town was conquered by an enemy force.
The Dragonborn will have to bring down this victim of sorcery.
