Gort is a Nord from the DLC Dawnguard. He is waiting at the Windhelm dock, right next to the Northern Maiden for customers he can transport by boat to the other major ports in northern Skyrim, namely Solitude and Dawnstar, for a fee of 50 
. He will row the Dragonborn there even when these places have not been visited before.
