Only Ahtar carries this weapon and uses it to execute prisoners, such as Roggvir. There are four ways of obtaining this weapon:
- Have Ahtar as a follower and trade the weapon for his inventory.
- Pickpocket the axe from him. This can only be done with the Misdirection perk in the Pickpocket skilltree.
- Simply kill Ahtar and loot the axe from his corpse.
