During the exploration of Solstheim the Dragonborn should have encountered and mined several Heart Stone Deposits yielding such stones. E.g. to the west of Tel Mithryn several such deposits can be found.
Talk to Neloth[ | ]
Back with Neloth, he gladly takes the provided Heart Stone and pays a shabby 250 for it.
