Ilas-Tei is one of Phinis Gestor's missing apprentices. He was an Argonian student at the College.
His remains are found, north-east of Ysgramor's Tomb at a Shrine to Talos, surrounded by skeever corpses. Ilas-Tei's Ring is found on his remains, and nearby are a copy of Breathing Water, a Scroll of Calm, a Scroll of Fury and a Corundum Ore Vein just to the north-east of the shrine.
He is not associated with any quests and there is nothing that can be done with his ring.
