The Imperial sword can be obtained early in the game if you follow the Stormcloaks. It can also be obtained by killing most Imperials found all throughout Skyrim. If you join the Stormcloaks in the war, you can obtain it through most of the quests. It is possible to obtain whether you are an Imperial or a Stormcloak by looting it off a dead Imperial during the Battle for Whiterun.
