A brief chat with headsman Ahtar in Solitude after the execution of Roggvir makes it apparent that he let a prisoner escape himself, but told his superiors that the prisoner died under torture. Now he wants the Dragonborn to ensure that the bandit leader in question stays dead.
Kill the leader of the Broken Oar Grotto[]
Visit the Broken Oar Grotto and deal with the opposition until reaching the far end of the cave. There kill Captain Hargar, the leader Ahtar mentions.
Tell Ahtar the bandit is dead[]
Return to Ahtar with the news and collect the reward.
