The Dunmer Malur Seloth is the Stormcloak steward for Jarl Korir in Winterhold. He can usually be found in the Jarl's longhouse, in the evenings he sits in front of the The Frozen Hearth inn.

Malur Seloth admits to not really being very helpful to the Jarl, but to keep things the way they are, he would like to have the Staff of Arcane Authority as a backup plan.

He may also put a bounty on an unruly dragon, this yields 500 at L66.
