Mogrul is an Orc and a member of the of the Dawnguard, though he does behave like a local thug and extortionist at the marketplace in Raven Rock. Pressuring the local merchant Garyn Ienth to pay back the money he was loaned, even threatening wife Milore Ienth to get it. Furthermore Mogrul seems to have ordered some powerful poison from another merchant named Fethis Alor. Very shady.
Should the Dragonborn want to become Blood-Kin to the Orcs, Magrul can be asked about this, though he will decline.
