The Dragonborn first meets Ralof in Helgen after the dragon attack and must choose between the Imperials (by following Hadvar) or the Stormcloaks. Following Ralof allies the Dragonborn at least temporarily with the Stormcloaks. After the escape from Helgen he goes to Riverwood. Later he can be found in Windhelm at the Palace of the Kings. He shares the same voice lines as Hadvar, who is his Imperial Legion equivalent in the game. Note that it is possible to not have the quest to join the Stormcloaks if one runs off before he can give it to you.
