At some point after having completed the quest The White Phial, after the The Throat of the World quest when the Dragonborn finally attains access to the The Throat of the World, a courier will bring a Letter from Quintus Navale. The letter suggests that Quintus may be able to repair the phial, but requires the Dragonborn's help to get the necessary ingredients.

The Dragonborn then goes to Windhelm to speak with Quintus mentions a list of the necessary ingredients: Unmelting Snow, Mammoth Tusk Powder and a Forsworn heart.
Retrieve the Unmelting Snow[]
The unmelting snow is found in a snowbank at the top of the Throat of the World.
Find some Mammoth Tusk Powder[]
The mammoth tusk powder can be found in the Stonehill Bluff giant camp.
Note: This is not the same as alchemical ingredient Powdered Mammoth Tusk, and cannot be found in advance.
Take a Forsworn Heart[]
The Forsworn heart is actually the alchemical ingredient Briar Heart, which the Dragonborn likely already has, but if not, they can be obtained from Forsworn Briarhearts or found in a few locations around Skyrim.

The Dragonborn then returns to Quintus, who repairs the phial and only just manages to inform Nurelion of his success before the elf dies.
As a reward the Dragonborn receives The White Phial with an endless supply of one potion of choosing:
- Power of healing.
- Resist the forces of magic.
- Be tougher in battle.
- Strengthen magical skills.
- Deal more damage in battle.
- Be better hidden in the shadows.
