The Sacellum of Boethiah is located in the mountains east of the city of Windhelm, not far from Traitor's Post and Refugees' Rest. It is occupied by a number of cultists as well as one priestess of Boethiah.
Other than an arcane enchanter, an alchemy lab, and a tanning rack, there is a mysterious Pillar of Sacrifice.
