Sergius Turrianus is a member of the College of Winterhold. He is the only member of the college to have extensive contact with the outside world, since Enchanting is the only service that the college provides to outsiders.

He teaches Master level Enchanting and sends the Dragonborn on errands to collect Enchanting materials or items to be enchanted from clients throughout Skyrim.
