This skull is only found in the Dragonborn DLC.

Artist and modeler Jonah Lobe designed the skull with thick, sloping brows & big jaws/teeth. He didn't want them looking "pale and delicate", but instead to look like "heavy neanderthals".^[1]
The skull became the subject of a meme called "The Skeleton Appears"^[2]
