Steel Arrows are the type of arrows used by Imperial Guards. They are very difficult to pickpocket at lower levels.
Found
- One way to acquire them is to attack a guard and stand a good distance away letting them shoot arrows at you. Dodge the arrows, then pick them up from the ground after.
- Another way is to after you join the Thieves Guild, go in and out of The Ragged Flagon - Cistern about 3 to 7 times and you will eventually find a person shooting at practice targets and stand not too close, yet not too far from the center target and repeatedly take the arrows
