After arriving in Solitude, depending on whom the Dragonborn meets and in which order, the Dragonborn either learns that Jaree-Ra is looking to hire someone either from the Argonian himself or one of the people at The Winking Skeever.
Talk to Jaree-Ra about possible employment[]
Speaking with the Argonian reveals the he wants the signal fire in the local lighthouse extinguished which will cause incoming ships to run aground. These grounded ships can then be looted. Jaree-Ra also assures the Dragonborn that no one will be harmed in this process.
Later it becomes apparent that Jaree-Ra is looking for an "idiot" to take the blame for all of this... and that idiot happens to be the Dragonborn.
If the Dragonborn accepts, the quest Lights Out! begins.
