Walkthrough

After the brief encounter with Miraak in the otherworldly Apocrypha, learning of his plan to return to Solstheim. It is time to regroup and find a way to be able to face off against the much more powerful Miraak.

Accompany Frea to Skaal Village

The Dragonborn and Frea return to Skaal Village hoping to come up with a way to defeat Miraak.

Talk to Storn Crag-Strider

The village shaman Storn Crag-Strider and Frea's father, has been trying to protect the village with a magic field, but many of the Skaal still became enthralled.

To be able to face Miraak the Dragonborn clearly needs the same powers, i.e. all three word of the Bend Will shout, that ultimately lets the Dragonborn tame dragons.

Learn Word of Power

To learn the first word of the shout the Dragonborn needs to travel to Saering's Watch and fight off the draugr there. The word wall then unlocks the first word of the Bend Will shout.

Note: The Dragonborn may well already have learned the first world of the new shout by previous systematic exploring of Solsheim. So this step can then be skipped.

Talk to Storn

After having learned the shout, Storn suggests using the power to cleanse the nearby Wind Stone that has most of the Skaal Village inhabitants enthralled.

Use the "Bend Will" Shout on the Wind Stone

Travel to the Wind Stone and us the Bend Will shout on it.

Tip: This may take some preparation, since as soon as the stone is cleansed a dangerous Lurker will appear, potentially killing the village inhabitants working at the stone. And their death could then possibly void follow-up quests from these NPCs.

Defeat the Lurker

So once the Lurker appears, attack swiftly, making sure no named NPCs comes to harm.

Storn also suggests to talk to Neloth who may know of a Black Book that gave Miraak his power over dragons in The Path of Knowledge.
