Paarthurnax on the Throat of the World
The Throat of the World is the highest known mountain in Skyrim. Once you climb to the top you will arrive at High Hrothgar, the home of the Greybeards. Beyond High Hrothgar, at the very peak is also the home of the Grandmaster of the Greybeards, Paarthurnax.
Finally, at the very tip top of the mountain are two Ebony Ore Veins and two Malachite Ore Veins, as well as a Notched Pickaxe and during the quest "Repairing the Phial", a patch of Unmelting Snow.
You're able to climb to the top of this mountain, it's not just another mountain you see and can't climb in the background. Todd Howard has counted and confirmed 7,000 steps from the base to the peak of the mountain. [1]
