The Throat of the World is the highest known mountain in Skyrim. You're able to climb to the top of this mountain, it's not just another mountain you see and can't climb in the background. Todd Howard has counted and confirmed 7,000 steps from the base to the peak of the mountain. [1] Once you climb to the top you will arrive at High Hrothgar.
