Tonalia is a member of the Thieves Guild and functions as their main fence and quatermaster. She provides new recruits with their standard uniform and buys stolen goods from other members.
The amount that Tonalia will buy will depend on the rank of the member. Ordinary members have a 1000 limit while the guild master will have 4000.
She will send the Dragonborn on a quest to negotiate with the leader of the Khajiit Caravaners to use their services as a way to transport goods around Skyrim.
