Ulfric Stormcloak is the leader of the Stormcloaks and Jarl of Windhelm. He leads the Stormcloaks in the Civil War from his headquarters in the Palace of the Kings in Windhelm.

The first time Ulfric appears, he is bound and gagged and so, unable to use Thu'um in Helgen Keep. It is revealed that he was taken prisoner after having killed High King Torygg with a shout.

According to the Thalmor, Ulfric was an imperial legionnaire in the The Great War, the same as Legate Rikke and Galmar Stone-Fist.

↑ In the quest Battle for Windhelm, upon entering the Palace of the Kings and after the dialogue takes place between Galmar, Ulfric, Legate Rikke and General Tullius, Ulfric will turn hostile and during the ensuring battle, he will use both Unrelenting Force and Disarm. If the Dragonborn is below level 30, his use of Disarm will remove the player character's weaponry.
