Usha is an Argonian, desperately trying to get rich to be able to marry the woman he loved, as mentioned in the Letter to Usha. Ironically, he succeeded to some degree as demonstrated by the Gold Ore (x6) nearby, but apparently his luck then ran out.
His abode is located to the north-west of Ashfallow Citadel, up the stream behind a large locked wooden gate.
