Vingalmo is one of the most senior members of Clan Volkihar and one of the most powerful denizens of Castle Volkihar. As an Aldmer, he makes it his business to understand everything that is going on at the castle, and has a tendency to sow distrust. This of course is part of vampire politics, but in the case of Vingalmo, doubly so as it is also very much a part of Aldmeri politics. He is reputed by others to be highly treacherous, although he himself throws these accusations right back at his accusers if pressed.
In particular he does not trust Orthjolf, and warns the Dragonborn of him.
