Get the Wind and Sand book
Retrieve Wind and Sand from a random location, alas in Skyrim e.g. at Mara's Eye Pond.
Talk to Neloth
Bring back the book and receive a small reward in gold. Additionally a new spell tome, Whirlwind Cloak, can be purchased from Talvas Fathryon, after a day (24 hours) or so.
